What is meant by accessibility

Article 1 of Law 4 of 9 January 2004 'Provisions to favour the access of disabled persons to IT tools' takes up the constitutional principle of equality and states that 'the Republic recognises and protects the right of every person to access all sources of information and related services, including those that are articulated through IT and telematic tools. In particular, the right of disabled persons to access computer and telematic services of the public administration and public utility services is protected and guaranteed, in compliance with the principle of equality pursuant to Article 3 of the Constitution'.

Law 4 of 2004 with the term 'accessibility' intends to refer to the ability of computer systems, in the forms and within the limits allowed by technological knowledge, to provide services and information usable, without discrimination, also by those who, due to disabilities, need assistive technologies or special configurations. It concerns the hardware and software products (including websites) of public administrations.
